Rick Tsai, ex-chairman for Chunghwa Telecom (CHT) and ex-CEO of Taiwan Semiconductor Manufacturing (TSMC), reportedly will join China's state-owned Tsinghua Unigroup to assist in the establishment of a new 12-inch wafer plant in Chengdu.
